One above all x One below all is just cheating lol. Yeah Hulk x Broly could be pretty formidable. I quite like the Idea also of IceMan x Majin Buu and Swampthing x Storm.
Iceman x Majin Buu could create millions of clones all power stealing powers and instant regeneration.

I honestly think Iceman × Majin Buu might be one of the most dangerous fusions possible.
Think about it: if he could use Iceman's connection to moisture alongside Buu's body manipulation, he could potentially manifest from moisture around or inside someone, expand, take them out and then use all the scattered moisture to create even more clones.
Then add Buu's absorption. Every clone could potentially absorb other characters and gain their powers. You wouldn't just have one Ice-Buu — you'd eventually have millions of them, all spreading and picking up new abilities.
And it gets worse. Buu has already shown he can tear through a dimensional barrier with his scream to escape the Hyperbolic Time Chamber. Imagine Ice-Buu doing that, sending even a tiny amount of infected vapour through the opening, and starting the whole process again in another reality.
No giant invasion fleet. No warning. One moment everything is normal, then suddenly he's already there.
If that fusion actually decided to spread instead of just fight people, stopping it could become an absolute nightmare.

I think Broly x Hulk beats iceman x Buu, because Broly x Hulk already starts a whole lot stronger and faster than iceman x Buu, and he will just keep getting more powerful as he takes damage and gets angry.
